The Katsina State Hisbah Board has issued a new directive prohibiting its personnel from conducting raids on hotels and private residences without first obtaining valid court orders or arrest warrants.
The instruction was contained in an internal circular addressed to all local government commanders and headquarters staff, following a resolution reached during one of the board’s regular meetings. The directive takes immediate effect.
According to the circular, Hisbah officers are now required to secure legal authorization before entering or searching hotels and residential properties, except in cases where the Commandant General or existing laws provide otherwise.
The board explained that the move is aimed at ensuring strict compliance with existing laws governing law enforcement operations, as well as upholding the provisions of the Nigerian Constitution.

Commanders and personnel were also warned against approving or carrying out unauthorized searches, stressing that such actions must align with due process and respect for citizens’ fundamental rights.
Furthermore, local government commanders have been instructed to disseminate the directive to all officers under their supervision and ensure full compliance across all units.
The board emphasized that any violation of the directive will attract disciplinary action, in addition to possible legal consequences.
This development underscores the board’s commitment to promoting accountability, professionalism, and adherence to the rule of law in its operations.
