Armed bandits linked to notorious leader Isiya Kwashen Garwa have reportedly imposed a fresh levy of ₦10 million each on residents of Garin Lamido and Yan Shuni communities in Bakori Local Government Area of Katsina State.
The demand comes amid ongoing but fragile peace agreements previously reached between community leaders, local authorities, and representatives of armed groups in the region.
The development was revealed by security analyst and crisis journalist Bakastine, who raised concerns over the persistent vulnerability of rural communities despite repeated negotiations.
According to reports, the latest levy has sparked fear and uncertainty among residents, forcing several families to flee their homes to avoid potential attacks.
Locals say the situation has worsened tensions in an area already struggling with insecurity and limited security presence.

Community members have expressed frustration over what they describe as a recurring cycle of peace deals followed by violations, questioning the effectiveness and sustainability of such agreements.
Despite ongoing security operations across parts of Katsina State, armed groups are said to maintain control in several rural areas. This has further heightened fears among farmers who rely on access to their farmlands for survival.
Security observers warn that the continued payment of levies may embolden these groups, enabling them to expand their influence across more communities.
They also stress the urgent need for stronger enforcement mechanisms and more effective security strategies to protect vulnerable populations.
The situation reflects a broader pattern across Nigeria’s North-West, where communities are often forced into compliance under threat of violence, undermining long-term peace and stability.
